A somewhat similar request was approved, in
February, for assistance to the Tung Wah Hospitals.
In that case the vote was for $25,000, plus a dollar
for dollar further contribution, the Governor
pointing out that he wished to maintain the
preponderantly voluntary nature of the hospitals
and the avoidance of heavy expenditure which would
be involved if Government took them over.
In the circumstances (the distribution of
hospital beds in Hong Kong is summarised at
Mr. Costar's minute of 15/2/35 on 53556/35).
I think we should approve this suggestion also, but
it might be advisable to suggest Government
financial control of some sort, on the lines of
the last paragraph of (1) on 53556/35.

+ Maternity and
Infant Welfare
The Alice Memorial Hospital and its dependent
institutions + (which include the Nethersole
Hospital) are the concern of the London Missionary
Society, and controlled locally by a Committee of
which Dr. T'so, a well-respected Chinese Member of the
Legislative Council is Chairman.
As it is a Mission enterprise I don't think
it is a case in which we would suggest Government
control of the financial arrangement of these
hospitals, and I suggest that the Officer
Administering the Government's recommendation
should be approved by telegraph.
